"We cannot locate the Board of Governors authorization establishing the Joint Millennial Campus " [A&T Public Record Response]

Public Record requests made for substance of statutory requirements to establish the NC A&T/UNCG joint Millennial Campus (JMC) and its lease to UNC BOG/GA (reported later in this news piece) which also are the substance of determinations allegedly made by Committee on Budget and Finance Chair Greensboro Attorney Jim W. Phillips, Jr. before the Committee and Board of Governors and Hanna Cage Committee on Budget and Finance Bowles Administration in Lease of Joint Millennial Campus – North Carolina A&T State University and The University of North Carolina at Greensboro , May 2006.

Ms. Joni Worthington [Vice President for Communications UNC General Administration] Reply ” we have provided hundreds of pages of documents related to the establishment of the joint campus and joint school. If the requested documents exist, they would be included in the documents we’ve already provided, since I’ve given you everything we have.” Notwithstanding hundreds of pages of documents related to the establishment of the joint campus and joint school UNC BOG/GA didn't produce Board authorization establishing the (NC A&T & UNCG) Joint Millennial Campus and GS § 116-198.34.(8b) statutory requirements:

  • President's required consultation and recommendation that the Board approved the request [Joint Millennial Campus],
  • evidence the Board of Governors made an expressed determination that the universities had the administrative and physical capacity to establish and maintain a millennial campus.

Unambiguous UNC Board of governors did not designate GS § 116-198.34.(8b) NC A&T/UNCG joint millennial Campus - Period!!!

Media: Pursuant multiple Public record requests to UNC BOG/GA did not produce "Paperwork has been submitted to UNC General Administration to create the Joint Millennial Campus, and to transfer the School for the Deaf property to the new entity" Nor evidence "A&T has offered up a portion of its 600-acre farm for the research park". Term "Millennial Campus" means all real property and appurtenant facilities designated by the Board of Governors [ pursuant GS § 116-198.34.(8b)] as part of a Millennial Campus of a constituent institution of The University of North Carolina other than North Carolina State University or the University of North Carolina at Chapel Hill. § 116-198.33.
