NC A&T Created Center in cybersecurity in in 2009, Center for Advanced Materials in 2002 and Center for Entrepreneurship in 2002.  NC A&T Participated in a plethora of research opportunities though existing centers

NC A&T Provost Beryl C. McEwen  is a member of the Launch Greensboro Advisory Board and served as chair of the Organizing Committee for the 2017 Triad Startup Weekend. FEBRUARY 26, 2021 BOARD OF TRUSTEES MEETING Minutes indicate Committee Chair Paul Jones gave the report from the University Affairs Committee. Committee Chair Jones presented the recommendation to approve the university Revocation Policy which was seconded by Trustee Timothy King and unanimously approved by roll call vote.  State law require full and accurate minutes.  Notwithstanding Centers for Academic Excellence was am agenda item and part of University  Affairs Committee minutes,  full Board of Trustees Draft minutes February 26, 2021 do not indicate Dr. Tonya Smith-Jackson, Senior Vice Provost for Academic Affairs, provided an update on the three Centers of Excellence, alleged
established in 2018 and launched in 2019.  Draft minutes were transcribed by Assist. Secretary Shannon Bennett who attend July 2019 Retreat as well.
 
NC A&T 2018 Board of Trustee Meeting Material and approved minutes do not indicate Requests to Plan and Request to Establish Centers of Excellence in cybersecurity, advanced manufacturing, and entrepreneurship and innovation were approved in 2018. Furthermore 2019 NC A&T Board of Trustee Meeting Material and approved minutes indicate Requests to plan Centers of Excellence in cybersecurity, advanced manufacturing, and entrepreneurship and innovation were approved February 2019, in consistent with alleged 2018 establishment. No record NC A&T Board of Trustees approved Requests to Establish Centers of Excellence in cybersecurity, advanced manufacturing, and entrepreneurship and innovation going forward.

 
NC A&T Policy to Establish (A) University Center or Institute
The process to establish a University center or institute follows a two step procedure:
involving first a Request for Authorization to Plan and then a Request to Establish each submitted to the Vice Chancellor for Research and Economic Development (VC-DORED).   On the Provost's approval, the Request to Establish a Center or Institute will be submitted to the Chancellor and then the Board of Trustees for final approval. The (VC-DORED) will notify the center director and the UNC Office of Research and Sponsored Programs of the Establishment of the new center or institute.
 
UNIVERSITY AFFAIRS COMMITTEE MEETING Friday, February 22, 2019  agenda items Request to  Plan Three Centers of Excellence. Approved minutes indicate judge Jones entertained a motion for approval to plan the three centers, and the motion was approved unanimously.

FEBRUARY 22, 2019 BOARD OF TRUSTEES MEETING approved minutes,  UNIVERSITY AFFAIRS COMMITTEE  motioned that the board approve the request to plan the Center of Excellence in Cybersecurity, the Center of Excellence in Advanced Manufacturing, and the Center of Excellence in Entrepreneurship and Innovation which was seconded by Trustee Venessa Harrison and unanimously approved.

The swearing in ceremony for new and reappointed board members was on the agenda Thursday July 17, 2019, to be conducted by board member (retired) Judge Paul Jones.  Timothy King, John W. Buford, III,  and Vanessa Harrison were reappointed 2019 by the BOG, term ends 2023. Calvin Brodie, Mark Copeland, William Dudley, Kimberly Gatling, Paul L. were appointed by the BOG in 2019.  Bhaskar Venpalill was appointed by the N.C. Legislature in 2019.  Mr. Timothy King, Ms. Vanessa Harrison, Mr. John Bluford,  and William Dudley were members of  NC A&T Board of Trustees who attended the July 14-15, 2016  Retreat.

I attended on Thursday July 18, 2019 to be told I could not attend by Shannon Brandon Assist. to Chancellor Martin and Todd Simmons Associate Vice Chancellor University Relations.

A new academic year for North Carolina Agricultural and Technical State University has begun. Additionally, the university board of trustees welcomes new members and releases dates for quarterly meetings.  N.C. A&T Student Government Association President Allison Gilmore along with newly elected trustees Mark Copeland, William Dudley and Kimberly Gatling were sworn in as new board members. (Emphasis added) A complete board of trustees list is available online.  Prior to each meeting, agendas and meeting materials will be made available via the website.

Law.  


Notwithstanding July 2019 Retreat took place over a year ago NC A&T has not replied to Public Record request for audio of July Retreat which would indicate whether Board of  Trustees were sworn.
 
The NC A&T Board of Trustees  July 18-19, 2019  Retreat Agenda indicated Timothy King as Board Chair.  NC A&T BOT Bylaws: The term of office of the Chair of the Board of Trustees may not exceed more than two (2) one year terms. The Chair may not succeed himself/herself beyond this established term of office. [SECTION IV. OFFICERS (c)].  Chairman Timothy King called the first regular meeting for 2017-18 of the Board of Trustees to order September 21, 2018 in the Alumni-Foundation Event Center.  Chairman Timothy King called the first regular meeting for 2018-19 of the Board of Trustees to order on September 21, 2018 in the Alumni-Foundation Event Center.  Chairman Timothy King had served two consecutive terms 2017 thru 2018 and 2018 thru  2019 as Chair of NC A&T Board of Trustees to prior to NC A&T BOT 2019 Retreat. Timothy King may have been ineligible to Chair  July 18-19, 2019 NC A&T BOT Retreat.
Amended UNC Policy and Code [SECTION 401.OFFICERS.] effective immediately  indicate "At the first regular meeting after June 30 of each year, each board of trustees shall elect from its membership a chair, a vice chair, and a secretary. [See NCGS. 116-32], clearly indicating the first Board of Trustee Meeting was to take place at the first Regular Board of Trustee Meeting.   NCGS § 116-32. At the first meeting after June 30 of each year each board of trustees shall elect from its membership a chairman, a vice-chairman and a secretary.    Pursuant NC A&T 2019-2022 Meeting Schedule of the Board of Trustees (BOT) posted on the universities' web site,  Friday, September 27, 2019 is the first Regular Schedule Meeting of NCA&T Board of Trustees.  NC A&T Board of Trustees conducted alleged Board of  Trustee Meeting July 18-19, 2019 prior to the first Regular schedule Meeting and without electing Officers. depriving the board jurisdiction to act as board.
  • UNC Board of revised UNC Code Chapter IV: Board of Trustees Section 401 A-Officers Changes to the UNC Code were approved by the Board of Governors in June 21, 2019 and went into effect immediately.
  • At the first regular meeting after June 30 of each year, each board of trustees shall elect from its membership a chair, a vice chair, and a secretary. [See G. S. 116-32]
  • In no event shall officer elections take place before July 1, or before the swearing in of new board members whose terms commence on July 1.

Alleged BOT Meeting Friday July 20th, chaired by King, which I attended,  considered Action Item: Policy Approval (s), Action Item: Approval to Establish Centers of Excellence, Action Item: Resolution Approval. Roll call was not made, Quorum was not established.  UNC conflict of Interest Statement in accordance with Chapter II, Section 204 of the Code of the UNC Board of Governors was not made and determined by the board, include (retired) Judge scheduled to administer the Oath.  A group voice vote was conducted  approving  action items.  Video

Approved of Minutes of SEPTEMBER 27, 2019 BOT meeting indicate Chairman King advised the board that the Nominating Committee was presenting the following slate of officers for 2019-2020: Secretary – John BlufordVice Chairwoman – Hilda Pinnix-Ragland, and Chairwoman – Venessa Harrison, emphasis added.  Chairman King invited the motion to approve the recommendation of the Nominating Committee. A motion was made by Trustee Paul Jones, seconded by Trustee Joe Parker, and unanimously approved. NC A&T BOT has eight standing committees one of which is the Nominating Committee.  NC A&T had not alleged Noticed meeting of  Nominating Committee meeting.
 
NC A&T BOT Approved minutes for BOT SEPTEMBER 27, 2019 open session indicate Board members Members George Mainor and Bhaskar Venepalli were absent on Sept. 27, 2019.  Video recording of Roll call indicate Board Member Mark Copeland did not answer during roll call when his name was called prior to Election of Officers vote. 
 
NC A&T BOT held election officers Sept. 27, 2019 with three members absent non-compliant with UNC Code Chapter IV: Board of Trustees Section 401A-Officers-Revised " Election shall be conducted such that each member of the Board, including newly appointed members, can fully participate in the nomination, consideration, and election of officers",  therefore election maybe  void. N.C. A&T Center of Excellence, Partners to Launch Cybersecurity Hub for Women  Jamie Crockett
