April 10, 2014, also,  UNC Board of  Governors' Committee on Education Planning, Policies, and Programs received the  2014 annual  Nursing (NCLEX-RN) report for academic year 2013.  In its April 2014 meeting, the University of North Carolina (UNC) Board of Governors completed its annual review of the National Council Licensure Examination for Registered Nurses (NCLEX-RN) first-time writers’ pass rates for graduates of the nursing programs across the University system. Subsequent to that review and in keeping with UNC Board of Governors policy 400.1.7, the Board suspended new admissions to the BSN program at North Carolina Agricultural & Technical State University (NCA&T) after 2014 and called for a full review of the program. 
 
In calendar year 2013, 90% of UNC nursing graduates taking the nursing licensure exam (NCLEX-RN)
passed on their first attempt. only one campus did not meet the UNC Board of Governors' exam (85%) passing rate standard. In 2012 North Carolina A&T State University received a waiver from the Board of Governors’ policy which would have required the initiation of program termination procedures. Board Policy require President ask the Board to initiate program termination procedures for any program having first-time passing rate of less that 75% for two consecutive years.  This waiver was granted under the condition that North Carolina A&T State University 2013 test takers would meet Board of Governors’ NCLEX-RN passing rate standards.  It was move new admissions to the nursing program be suspended for all students admitted after 2014 and a panel convened within sixty days to review possible program elimination at North Carolina A&T State University.” NC A&T Martin administration had not met board NCLEX-RN policy for four consecutive years in 2013.

In his May 2014 charge to the review team, UNC President Tom Ross requested “a full and comprehensive review of program strengths and weaknesses, student demand and employer need for additional baccalaureate nurses, the full costs of program delivery, and potential net savings (or losses) to the institution, the system, the state, and employers of full or partial program closure.” Emphasis added

 
 
 

 
NCA&T Executive Committee Meeting  Minutes April 25, 2014 allege: Chancellor Martin shared that Mrs. Williams was in attendance and neither of them were given an opportunity to make remarks about the program prior to the motion being made. That shut down the program (nursing) would have gone against the policy. Mr. Deese suggested that the Board of Trustees send a letter to the BOG about our discontent about their willingness to breach policy and do A&T damage.

CHAPEL HILL, NC – The University of North Carolina Board of Governors today elected Peter Hans to serve as the president of the University of North Carolina System. President-elect Hans will assume this role effective August 1, 2020.
"Peter has long distinguished himself as a visionary leader who not only understands, but who is leading the charge for the future of higher education," said UNC Board of Governors Chair Randy Ramsey, who also served as co-chair of the search committee. "We believe there is no one better suited to lead our university system into the future—even if the future may be very different than the one we all thought it would be six months ago. We are delighted to have Peter Hans as our new president and look forward to the transition process."  President-elect Hans' extensive experience in higher education policy gives him a comprehensive understanding of North. Senate elected Hans to serve on the UNC Board of Governors in 2003, 2007 and 2011, and he led the Board as chair from 2012 to 2014. In 2014, the UNC System and NCCCS signed the Comprehensive Articulation Agreement, streamlining the transfer of credits for students, under then-Chair Hans' leadership. From 2016 to 2018, he advised then-UNC System President Margaret Spellings on issues related to technology, health care, strategic planning and K-12 education.

North Carolina Agricultural & Technical State University Nursing Program Review Report dated October 31, 2014 was considered at Board of Governors Meeting December 5, 2014. The Board adopted recommendations shown in part: (1) continue the suspension of the admissions into the traditional BSN program at NC A&T and teach-out the existing students unless the first time pass rate on the NCLEX-RN in 2014, 2015, or 2016 meets or exceeds the BOG standards. Notwithstanding the traditional Bachelor of Science in Nursing (BSN) degree faced potential elimination and the university was instructed to examine costs of the nursing program.  In 2014 and 2015 NCA&T NCLEX-RN percentages for first-time test writes was 77 % and 76%.   Video

Recommended by UNC-GA, April 10, 2014  Committee on Budget and Finance considered Acquisition of Space by Lease - NCA&TSU and UNCG.  NCA&TSU and UNCG request approval to acquire space by lease at  proposed Union Square Campus, Inc., facility in Greensboro, NC.   NCA&TSU expected to lease 25,000 square feet, and UNCG  expected to lease 33,000 square feet, both for 10 years at $18 to $23.50 per square foot per year. Lease request passed Budget and Finance vote,  and approved on the Consent Agenda by the full board.  April 10, 2014  Committee on Education Planning, Policies, and Programs received for informational purposes the  2013 annual  Nursing (NCLEX-RN) report for academic year 2013.  Board Policy requirement is  that the President will ask the Board to initiate program termination procedures for any program having first-time passing rate of less that 75% for two consecutive years. April 10, 2014, Acquisition of Space by Lease - NCA&TSU and UNCG: The facility is intended to focus on healthcare professionals and will house expansion of the Universities’ programs in nursing, and Greensboro’s healthcare system, Cone Health, will use the facility to train staff.  NCA&TSU anticipates leasing approximately 25,000 sq. ft. at between $18 and $23.50 per sq. ft. per year. Total yearly lease payments would be between $450,000 and $587,500. This space would house enrollment expansion in the Bachelor of Science in nursing program and allow current students more access to state-of-the-art laboratory space. A vote was taken by the Committee on Budget and Finance  which pass committee and  subsequent was passed on the Consent Agenda by the full Board of Governors.

Hiding truth in plain sight, NCA&TSU Chancellor  Martin  and allegedly UNC Greensboro Chancellor Linda Brady proceed to  claim to be duly authorized to execute Leases North Carolina A&T State University and The University of North Carolina Greensboro  (Tenants), Union Square Campus, Inc. (Landlord.)   Acquisition and Disposition of Real Property by Lease Transactions using Delegated Authority lease agreements shall be in the name of the constituent institution or the University of North Carolina.
   
   
Notwithstanding: Union Square Campus, Inc. (Landlord)  and  North Carolina State University (Tenant)  and UNC Greensboro (Tenant) Real  Property Leases were not approved by the State Property Office ((NCGS.§ 116-3), nor pursuant UNC President delegated authority (NCGS. §116-31.12, and §600.1.3.1 and 600.1.3.1[R], therefore unauthorized.  In consistent with  UNC Board of Governor approved motion to examine costs of the nursing program at NC A&T State University as enrollment and staff numbers change in the School of Nursing, encouraging NC A&T school of Nursing to consider cost-per-student savings opportunities through enrollment increases, lower-cost teaching resources, and other strategies. NC A&T Chancellor Dr. Harold Martin claiming being duly authorized to do so,...acknowledge the execution of the foregoing instrument (lease) on behalf of the corporation. Martin unlawfully executed lease with Union Square Campus, Inc., at a cost of approximate $6000 per student, for up to $587,000 for 10 years.  

Bogus UNC Greensboro (Tenant) alleged UNCG Chancellor Linda Brady signed  Union Square Campus, Inc. Lease called for spending up to $775,000 for ten years.  Todd Davis Associate General Counsel, The University of North Carolina at Greensboro, UNC GA approval for lease acquisition specific to this property does not exist because UNCG management flexibility provides Chancellor-level authorization to sign this level lease agreement,  Public Record Request reply email March 13, 2015.

Once approved, the President delegates signature authority to the Chancellor. Michael T. Article 1. defines the purpose of the University of North Carolina is to foster the development of a well-planned and coordinate system of higher education, to improve the quality of education, to extend its benefits and to encourage an economical use of the State's resources. None of which took place Dec. 15, 2015 when the Gang of 32 in blatant disregard for 
Board of Governors policy 400.1.7, arbitrary and captious reinstated NC A&T suspended BSN Nursing program under the nebulas pretext, NC A&T Spring 2015 graduates achieved an 89.3% NCLEX passing rate for first time test takers, meeting the Board 85% annual standard.   At the time of reinstatement  NC Board of Nursing  web  indicate NCA&T NCLEX-RN score for First time test writers FOR YEAR 2015 AS OF 01/01/2015 TO 09/30/2015, was  was 76% , nine  percentage points below UNC 85% standard,  two points above closure, and before the Sept. thru December results were available.  It maybe the coffee, bottle water, or tea which allow the Buffoons not to realize the scope and impact of  their illusion, that which  every UNC System institution and community college with a nursing program may know, the arbitrary and captious reinstatement of NCA&T BSN program didn't improve the quality of education in North Carolina nor at NCA&T.  The NCA&T reinstatement  vote took place against a backdrop of the General Assembly corporate welfare appropriation $2,000,000 in nonrecurring funds for 2015-16 for the Union Square Campus, Inc., a non-profit entity providing nursing education and training facilities in Greensboro,  paid for  in part by University Leases.

This waiver was granted under the condition that A&T ‘s 2013 test takers would meet Board of Governors’ NCLEX-RN passing rate standards of 85%. A&T’s 2013NCLEX-RN pass rate was 81%.    In its April 2014 meeting, the Board of Governors completed its annual review of the National Council Licensure Examination for Registered Nurses (NCLEX-RN) first-time writers’ pass rates for graduates of the nursing programs across the University system. Subsequent to that review [UNC 2013 Nursing Report] and in keeping with UNC Board of Governors policy 400.1.7, the Board suspended new admissions to the BSN program at NC A&T State University’s School of Nursing after 2014 and called for a full review of the program. UNC Board of Governors Nov. 2015 approved a  Decision Tree for Monitoring NCLEX-RN pass rates at NC A&T for 2014-2016. NC A&T graduates who take the exam in calendar year 2015 (i.e., the pass rate presented in the UNC Nursing Report in 2016):

If the pass rate is less than the UNC Board of Governors policy standard but greater than or equal to 75%, maintain the enrollment suspension and re-evaluate the NCLEX-RN pass rate for calendar year 2016 (i.e., the pass rate presented in the UNC Nursing Report 2017).

The  2016 UNC Nursing Report for calendar year 2015  was not considered for reinstatement and has not yet been reviewed by the Board of Governors. Link
